ESAAG (East and Southern African Association of Accountants General) is a cooperative effort between Accountants General, which provides a forum for participants to review and discuss comparative experiences and to assist and improve government accounting systems in order to produce financial statements according to international standards.

To encourage the development of government accounting personnel and trainers through the implementation of regional program of attachment and production of a number of comparative case studies. To be the leading organisation supporting good governance through sound public financial management in member countries. To support the Accountants-General’ Offices to develop sound PFM practices\. Providing a forum for participants to review and discuss comparative experiences; and. Encouraging the development of Government Accounting Personnel and Trainers through the implementation of a regional programme of attachment and the production of a number of comparative case studies. He was the Accountant-General of South Africa at the National Treasury for more than nine years and his responsibilities included setting and executing the strategy for financial management improvement and governance in the South African public sector. This role covered areas such as accounting, reporting, internal audit, risk management as well as the public financial management legislations. In the past four (4) years this role expanded to include investigations of financial management system failures and forensic investigations. He served on various boards of directors and trustees on behalf of the South African government, including the Independent Regulatory Board for Auditors (IRBA), which regulates the auditing profession; and the Accounting Standard Board (ASB), which sets accounting standards for the South African public sector. Freeman also serves on the advisory committee of the University of Pretoria ’ s faculty of Economic and Management Sciences. He currently is the acting Accountant-General of South Africa and believes that strides have been made towards improving Public Financial Management in South Africa and is enthusiastic of prospects in Public Financial Management. Upon handing over of his responsibilities, he has prioritised building key partnerships, the expansion the Associations Capacity Building initiatives and quality improvement of services current offered. The Finance Officer will be required to network extensively with all staff at the Secretariat, with institutional partners and development partners, and with the finance and administration staff of the Department of National Treasury, South Africa, as National Treasury is hosting the Secretariat of ESAAG. Attend to the day-to-day administration of the Secretariat and maintain the relative systems of that office with regard to the Secretariat, for example, financial management (i.e. budgets, payments and reports, office accommodation, IT infrastructure, furniture and equipment, communication facilities, transport, etc. Prepare and populate budgets for the Strategic and Annual Operational Plans of ESAAG in collaboration with the Technical Director and CEO. Prepare training and event (Mid-Year ESAAG Review, Sub Committee Meetings) and Annual International Conference) budgets within the original budget outlines or motivate approval by the CEO where event budgets exceed the original budgets. Process and record the day-to-day financial transactions of ESAAG e.g. Assist in the implementation of risk management, financial and operational internal controls, internal and external audit recommendations. Compile the Annual Financial Statements of ESAAG, facilitate the External Audit thereof and present to the CEO and the Finance Audit and Risk Sub-committee for review. Advise the Chief Executive Officer on the most economic, efficient, effective and equitable methods to attain the strategic objectives of ESAAG. 3-5 years' proven experience in a financial accounting or related environment specifically managing accounts, taxation, VAT etc.
